Wood Street Library

The new Wood Street library is due to open on the 18th April if it is ready. Having toured it today my guess is it will miss the date but not by much! It is long and thin on the ground floor adjacent to the Coop. It will have access to the plaza with a coffee shop as part of the library.

So what of the old library ......

At the Cabinet Meeting on the 5th December Councillors agreed it should become the Families & Homes Hub. Follow these links to find out more:

Families and Homes Hub

Block Plan

Decision:
Minutes:
Councillor Williams introduced the report describing the proposals in the report as a good approach.
Councillor Miller stated that the proposals future proofed the Council’s services and gave thanks to Aiden McManus – Commercial Director of Property and Delivery, Stewart Murray – Strategic Director for Economic Growth and Housing Delivery, Ms Flinders and their respective teams.
The Leader referred to the importance of considering how we use resources in challenging times and making it easy for people to use them especially should they be vulnerable.

Cabinet:
(2)          approved a Project Delivery Budget of up to £3 million to fund the project management, design, procurement and other costs required to deliver the new Families & Homes Hub and enabling oversite residential development;

(3)          following a full options appraisal, delegate authority to the Commercial Director – Property and Delivery, in consultation with the Strategic Director of Finance & Governance, to select the optimal procurement and delivery route for the project and to commence the procurement process; and

(4)          noted that this part of Walthamstow and Wood Street is changing rapidly. Master planning work is being undertaken to provide a clear framework for the regeneration of the Wood Street/Forest Road Junction and Forest Road Corridor, including the early stage proposal for a new Children’s Cultural Centre as part of the Willow House redevelopment.A number of other key sites will come forward over the next few years for intensification, development and new homes.

Borough Housing Target Reduced

Housing Target Reduced

GLA Housing Targets

LBWF Draft Local Plan

The housing target for the Borough has been reduced after the Planning Officers convinced the GLA 1,794 homes per year for the next 10 years was unachievable. The new target is 1,264 per year. That is about half the number that have recently been built or have planning permission. The target was recently doubled so this is excellent news.

It still begs the question of how the current infrastructure will be able to cope with the enormous increase in the number of people living in the area bearing in mind a further 10,000 homes are planned for Meridian Water just off the North Circular.

The Draft Local Plan is now out for consultation so get involved with the process and see if we can get it reduced further. Now the Government is concentrating on the north of England maybe the money will flow there and reduce the unsustainable pressure on London.

If we are really lucky Capital & Regional may abandon the ridiculous plan for 500 flats in 31 storey tower blocks in Walthamstow Town Centre!!

Hylands to be redeveloped for Social Housing

HYLANDS ROAD E17 4AJ

PLANNING APP: 192987

PLANNING APP 192242

WF Guardian Report

An important social housing area acting as a buffer between the urban environment and the ecology of Epping Forest. To comply with Mayor Khan's London Plan and retain their planning controls the council has decided to demolish part of the existing estate and build 4 to 9 storey blocks of flats and create 120 flats to replace part of the existing estate. This is not good news for the forest.

The plan is to demolish some of the existing buildings and to construct three buildings ranging from 4 to 9 storeys in height, comprising 120 affordable residential units with associated disabled parking spaces, cycle parking facilities, landscaping and refuse stores.

One good point that has come out of Grenfell is the need now to provide a Fire Strategy with a planning application:

The fire strategy has been designed so that escape distances are within 7.5m when escaping in a single direction. The proposed escape route is via the stair core and out of the main entrance to Hylands road at the front of the proposed building, ad a secondary fire escape direct from the core into the Garden. The protected corridors are vented and form part of the fire strategy of the buildings. As the block exceeds six storeys, the core is designed to provide all requirements to act as a fire fighting shaft in the case of an emergency. We have liaised with consultants BB7 to ensure design development addresses each consideration. to form a robust fire strategy for the block.

In addition the old Hylands School building is to be refurbished and a large extension added so that it can be used as a place of worship with a community hall and a church hall.
