Please URGENTLY circulate widely to all your contacts:

Until 6 December all those objecting to Veolia in Waltham Forest should concentrate on its bids to the colossal NLWA contracts for which Veolia is officially the final bidder.

Waltham Forest is the key borough in relation to the biggest UK contracts with a imminent deadline:
* Waltham Forest councillor Clyde Loakes is the chair of the NLWA
* Colossal contracts of £4,700,000,000
Veolia was officially and publicly shortlisted in February 2012 for these contracts.
* The decision day to award the colossal contracts is: 6 December
On the other hand, it is not known whether Veolia is bidding at all for the much smaller contract: "street-cleaning and sweeping services" with a later deadline: 
* the decision on which companies WF invite to tender has already been made
* The consideration of the bids will NOT be before 13.12.2012, the date of the opening of tenders.
The bids are most likely to be considered in January 2013 after the new year until the recommendations would be made, likely by end of January
The decision on awarding the contract and announcing the winner is scheduled for 12 February 2013 
Most effective period to send objection and inform of Veolia grave misconduct [see  http://jfjfp.com/?p=34771] and the legal obligation to consider it: from 13 December until 12 February 2013
* It will not be known whether Veolia is at all bidding until the procurement process for the street contract is complete, which is anticipated on 12 February 2013, or later date if the recommendations are not ready or any other reason for postponement of the decision on awarding the contract and announcing it
* Thus the next effective period for mobilisation in Waltham Forest against this street contract is therefore only after 13 December

Be inspired by the latest successful campaign to block Veolia in Canterbury, who overturned the local authority plan to hand over a contract to Veolia without putting it out to  tender. Canterbury announced yesterday, 30 October, Veolia was not awarded the contract.
