We are redefining Waltham Forest by focusing on the things that matter most – the outcome for our
residents. We have created a new Service Design Hub which brings together commissioning, procurement and insight expertise to design services around resident's needs. It will include a Resident Insight and Performance Unit which will manage performance and insight functions for the council and partnerships and help deliver our commissioning for best outcomes. A number of exciting posts are available and if you have the experience and initiative to help drive us forward we want to hear from you. Based in the Resident Insight and Performance function, this post will lead on a number of insight projects to support commissioners and services meet resident needs. You will have a portfolio covering performance management, equalities, service review and analysis projects such as commissioning needs assessment and demographic analysis. Strong analytical skills will be essential to the success of this role, as will the ability to form strong working relationships with colleagues internally and across partner organisations.

Waltham Forest Council is creating a Council for the future revolutionising the way we do things to deliver better services for less. We’ve dealt with huge reductions to our funding whilst improving the services we offer to residents and now we’re going through a radical transformation to modernise and reshape Waltham Forest into a dynamic, agile, modern council that puts our residents at the heart of everything we do.
The cleanliness, safety and quality of our streets continue to be the biggest influence that the Council has on residents’ everyday quality of life. Every year our residents tell us that the cleanliness of our streets have improved over the past year. Our challenge is to continue this improvement of services in public realm, support growth and contribute to the savings targets demanded by reductions in central government funding. The Neighbourhoods Division aims to do this by taking a universal view of our street scene; ensuring that issues and services such asstreet cleansing, waste, enviro-crime, noise, anti-social behaviour and grounds maintenance are dealt with in a comprehensive, common sense and resident-friendly manner.

We are looking for driven individuals with a ‘can-do’ attitude to be part of our brand new Neighbourhoods Division. You will act as a champion for your designated Ward or Town Centre, ensuring the needs of residents are met in areas such as street cleansing, grounds maintenance and refuse and recycling services. Neighbourhood Officers will also undertake enforcement activities relating to envirocrime and noise nuisance.
Successful candidates will work closely with ward councillors, communities and partners to help improve the quality of life of local residents and ensure that the Council continues to deliver quality services. You must be flexible, committed, with good customer service skills and have a genuine desire to work with people. Experience of working in a multi-disciplined, community-focused environment is preferable. A background in enforcement is not essential, we are seeking pro-active and enthusiastic candidates who can demonstrate transferable skills as outlined in the Person Specification.
Working hours will be made up of shift patterns so that the Council can provide a more effective and flexible service to local residents. Night time enhancement of time and one third applicable to hours worked between 10pm and 6am.

JOB PURPOSE

To oversee the Councils street cleansing, grounds maintenance/trees, refuse and recycling collection services to ensure contract compliance.

To be responsible for enforcing environmental, noise, nuisance and other relevant offences in line with legislation, the enforcement concordat and the enforcement strategy.

To undertake effective monitoring and ensure compliance with the licensing of Private Rented Sector Accommodation.

To undertake effective monitoring of the highways signs and lines in respect of parking control.

To collect data and prepare reports on the Service Providers levels of performance.

To assist with the implementation of new service initiatives.

To cover a range of hours to effectively deliver the services at the Neighbourhood level.


GENERAL PRINCIPAL ACCOUNTABILITIES


1.      For contributing to the realisation of the Council`s vision, values and strategic aims in service delivery.

2.      For the provision of key frontline services at the Neighbourhood level.

3.      For contributing to good working relationships among staff and members of the public.

4.      For the effective and efficient use of all allocated resources.

5.      For the maintenance of records and data as required.

6.      For advising and consulting managers, staff and public as appropriate.

7.          Build strong relations with internal and external partners and with key stakeholders

8.          Assist with the development of surveys, questionnaires and other data gathering exercises that measure performance, customer satisfaction or public opinion on service provision

9.          To uphold and comply with the statutory provisions of the Health and Safety at work Act 1974 and any other associated legislation or Council policies and procedures.

10.      To understand and comply with the Council`s equal opportunities policy.

11.      All employees are expected to demonstrate a commitment to the Council`s Core Values and to the Council`s Management Standards for all management posts.

SPECIFIC PRINCIPAL ACCOUNTABILITIES


1.         To undertake specific enforcement and compliance activities relating to enviro-crime, noise, nuisance, waste management/street cleansing, grounds maintenance/trees and parking legislation (signs and lines).
2.         To undertake effective monitoring and compliance visits with regard to the licensing of Private Rented Sector Accommodation, taking appropriate remediation or enforcement action as required.
3.         To monitor compliance by service providers and gather data/intelligence for the production of performance reports including NI195 (street cleansing performance).
4.         To issue appropriate rectification notices, where service provision has been identified as being below agreed standards and monitoring the corrective action taken by the service provider.
5.         To ensure familiarity with all relevant legislation/guidance/directives regarding enviro-crime, noise, nuisance, waste management/street cleansing, grounds maintenance/trees and parking legislation.
6.         To identify, investigate and effectively deal with breaches of legislation through written or verbal advice or warnings, notices, fixed penalty notices and legal action in accordance with the Enforcement Concordat, the Borough’s Enforcement Strategy and the Borough’s Enforcement Protocol.
7.         On a daily basis, to patrol and inspect the borough’s highway with an overall objective of improving the streetscape including ensuring DfT compliant signs and markings.
8.         To respond promptly and effectively to any reported or potential hazard, nuisance or danger occurring on the highway or other land, as appropriate.
9.         To ensure that Notices, Penalty Charge Notices (PCNs) and Fixed Penalty Notices (FPN’s) are issued in accordance with processes and procedures.
10.      To carry out taped interviews under the provisions of the Police And Criminal Evidence Act 1984 (PACE) (as amended).
11.      To apply to the Magistrates Court for Warrants of Entry and to execute such warrants.
12.      To take witness statements and gather and preserve evidence for use during investigation and in legal proceedings
13.      To prepare cases for Court, in accordance with the High Court Rules of Evidence, and to represent the council in court as necessary on any enforcement action the council may bring.
14.      To interact and communicate with witnesses before, during and after legal proceedings, accompanying them to court hearings as necessary.
15.      To use equipment provided, such as cameras, mobile phones, mobile devices and CCTV, to record evidence of breaches of legislation or compliance issues
16.      To record details of action taken on approved databases so that effective monitoring and performance reporting can be undertaken.
17.      To assist the service on multi-agency groups working to combat local issues.
18.      To inform the planning of and take part in intelligence led enforcement activity with regard to ward or neighbourhood based action days.
19.      To communicate with enforcement partners such as the Police Safer Neighbourhood Teams and other Council departments ensuring effective intelligence gathering and planned partnership working.
20.      To effectively liaise with members of the public, other Council Departments and external bodies to provide assistance, information and advice on areas of responsibility and to develop best practice procedures.
21.      Investigate queries and complaints and respond in accordance with the Council’s standards and procedures.
22.      To produce up to date information/data for the Council’s website on waste management/recycling.
23.      To give direction, guidance and advice to appeals officers and undertake site visits on their behalf to assess the validity of PCNs.
24.      To attend Ward Forum meetings and other consultative forums on a regular basis.
25.      To undertake duties outside of normal working hours, including weekends, on matters relating to the work of the service e.g. noise rota.
26.      To have responsibility for health and safety in designated area of responsibility.
27.      To carry out other additional duties and tasks as assigned by the Area Manager or Senior Officer to meet the needs of the service.
28.      To be responsible for the promotion of equality of opportunity and the recognition of social and cultural diversity in both the delivery of service and management practice.
29.      To uphold and comply with the statutory provisions of the Health and Safety at Work Act 1974 and any other associated legislation or Council Policies and Procedures.
30.      To understand and comply with the Council's Equal Opportunities Policy.
31.      The above mentioned duties are neither exclusive nor exhaustive and the post holder may be required to carry out other duties as required by the service.
