Walthamstow Central - risk analysis

The new fence/barrier at Walthamstow Central looks like an accident waiting to happen. I had to pass through the narrow gate to get to the underground about midday and realised the other gate to the street was locked. So if people poured up the stairs in an emergency they would be trapped as there is barely enough room to squeeze 2 people through - has a proper risk assessment been carried out?
