Waltham Oak decision



The Waltham Oak pub at 757 Lea Bridge Road, E17 9DZ will be converted from a pub (A4) to a Place of Worship (D1). The council refused permission but the Faizan-e-Islam Educational and Cultural Trust appealed and the Inspector found in their favour and has granted planning permission.

Save The Waltham OakThe council's case seemed to depend on the disturbance to local residents, but as it has been a pub for many years presumably the residents have got used to being disturbed. 

It seems the council's case was weak, but although the Trust asked for costs, the Inspector found in favour of the council as they had "not behaved unreasonably".

Election Results in detail

All 60 councillors have been chosen in WF and the Liberal Democrats are now a spent force and the Labour Party has a 28 seat majority over the Conservative Party.

So what can we expect of the new council - most of the old Labour members are back, many will be nearing 70 by the time of the next election. 37% are new to the role, the majority being Labour, so the old guard will not have it all their own way. 

Keith Rayner, in the hay day of the Liberal Democrats, used to be their Leader but now he has changed to Labour so where does his ambitions lie?

For what it is worth 6 councillors are sharing 3 addresses so there may not be much difference in their views!

We will have to wait a few days to find out who will be the Strong Leader and who will be selected for a Cabinet Position.

Beating the Bounds reminder

Just a reminder that the annual Beating the Bounds takes place this Sunday 25 May - meet at Hare & Hounds, Leyton at 12.00 to prepare willows - with Sunday lunch orders available. (used in this historical ceremony) or at 2.00 for the start of the walk proper outside the Princess of Wales, Hackney car park.  We hope to get a really good turnout - so let family and friends know. Children and dogs welcome.  Most of the walk is accessible.  Wear walking shoes; bring water etc.  Fingers crossed for no downpour of rain...

Pub Protection Best Practice

Saturday 31st
London Region CAMRA will be hosting a seminar on pub protection best practice and setting CAMRA regional priorities and strategies for pub protection in the London area.
The event will take place at The Melton Mowbray (Fullers) on High Holborn

Speeches are expected from John Cryne, Geoff Strawbridge and James Watson.

Volunteering Opportunities

Local Volunteering Ops: Calling Walthamstow's next Alfred Hitchcocks.. & Academy Seeks Governor

This week I have been sent details of two volunteering opportunities. Firstly, a local resident led group is looking for several local part time volunteers (unpaid) to assist in the creation of a short documentary film. Filming will take place in the Hoe Street Central pop up shop in August. 
 
Volunteers will engage with the local community, researching interesting characters to invite to the shop; assist in the production side including the filming/photography process; and develop their filmmaking & photography skills under the guidance of mentors who are all acclaimed local filmmakers working in the industry.
 
The film is being created as part of The Reel Walthamstow Moving Image Commission. (Commissioned by WF Council and funded by Hill Development). It will be premiered at Walthamstow's new Empire Cinema in late 2014. Volunteers need  not be experienced but have bags of enthusiasm, confidence to communicate with people and an interest to learn about filmmaking and/or photography. Walthamstow Wetlands - update

Sorry for the delay in writing to you.

I don't really have very much to say about the application regarding the Wetlands, though I don't now think it would be appropriate to list me as an objector.
I would still like to speak at the meeting to comment, but I cannot really say I object to the application, having now seen it and had the opportunity to discuss it with you in detail.

The only thing seriously lacking (that I would like to have seen) is some of integration of the pedestrian and cycle routes into the national Sustrans network, and an acknowledgement that the route would be through as well as into and out of the area so far as the 450 or so daily cycling commuters mentioned are concerned, and some idea of how the cycle routes will link to the Mini-Holland scheme for Walthamstow.

The cycle parking provision also seems to be rather low, though I have raised this with the Ferry Boat Inn too so the Stonegate PubCo may well gain a few extra customers!
However, there does seem to be a lack of joined-up thinking here.
Perhaps you could discuss with your colleague Charlotte May.

I will raise these issues at tonight's WF Cycling Campaign meeting.

It is also disappointing that re-opening the pedestrian entrance into the decommissioned Warwick West reservoir area, as requested by the Adler family at Blossom Cottage four or five years ago, does not seem to have been considered.  Could this at least be mentioned as a possibility for future applications (if it isn't outwith your remit)?

Dear friend
 
Hardly a week goes by at the moment without Free Schools hitting the press. Whether it's flagship Free Schools running into problems with Ofsted or accused of financial mismanagement, or the latest story about Michael Gove raiding budgets to fund Free Schools and piling scarce resources into minimising the political fallout from their failings, it's arguable that no policy has self-destructed quite this fast for a long time.
 
So just why are Free Schools running into problems with such alarming regularity? Our Community Our Schools has published a new blog post and briefing document that examine exactly this issue. You can read both here:

We hope our briefing makes it clear that opposition to Free Schools is not just about them not being community schools or because we just love Local Authorities but because there are real advantages to Local Authority community schools that Free Schools lack and that make Michael Gove's pet schools particularly prone to running into problems. And when we say running into problems, it's worth remembering that that means disruption of children's education and anxiety and trauma for parents.

This week I have been sent details of two local jobs. Firstly an opportunity has arisen within Forest Recycling Project (FRP) in Walthamstow. They are looking for a Business Development Manager, 0.8 FTE (30 hours per week); £24,943 pro rata; 1-year contract. Forest Recycling Project (FRP) is a social enterprise and charity with environmental and social aims, based in Walthamstow in East London. All work and activities are supported by volunteers. The Paint Place is FRP’s flagship re-use initiative. Link between Queens Rd station and Central

Having followed this saga for a number of years you do wonder how the bureaucrats ever get anything done!

Forgive me but this seems to me to be madness! Why does the Council want to own what is effectively part of the station?
 
The ramp is on Network Rail land. Surely the most simple solution is to transfer ownership of the structure to Network Rail who can then incorporate into LOROL's (and any succeeding operator's) lease of the station?
 
The Council owning this structure and the cutting side it is built on is going to cause no end of problems into the future.
 
Please transfer it to Network Rail to be incorporated into the station and if Network Rail want paying to take ownershp of the structure and LOROL/TfL don't want to pay the aditional station leasing costs on then surely it is Family Mosaic who should pay as part of the Section 106 agreement it, or its predecessors defaulted on.

Thank you for your emails. The Council is not ‘preventing’ the opening of the new station entrance, as soon as the Council takes ownership of the wheelchair accessible ramp at Queen’s Road station LOROL will be able to open the entrance. At the moment the ramp is still owned by housing association (Family Mosaic) who built it as part of a Section 106 agreement associated with the building of the Edison Close estate.
 
We are hoping that the transfer of this ramp and underlying land to Council will enable the opening of the station entrance by Monday 9th June.

I'll await Tobias's or Neil's reply to my email. But I am amazed that this issue wasn't sorted in the run up to constructing the ramp or during the year its been sitting idle!
 
The ramp was built by a Network Rail approved contractor to a Network Rail and Transport for London approved design and was built on Network Rail land. The simplest and best solution is to vest ownership in Network Rail and then incorporate it into the station lease held by LOROL. If Network Rail want paying for taking the structure on then it should be paid by the housing association who defaulted on the planning condition and lost the High Court case.

I have just spoken to Tobias who was very helpful. He informed me that the council are in negotiation as to the ownership of the ramp from Queen's road station (currently the ramp is not owned by the council and opening it while this is being discussed would raise questions of liability should there be an accident etc alongside other legal issues). They have already had a number of meetings around this and hope that the issues can be resolved at a meeting next week. Tobias has kindly agreed to update us after the meeting. 
 
Tobias also informs me that they are continuing to work to a June timeline to open the link.

The Edison Close entrance had its TVM and signage installed a week ago. Can you advise when you will be opening this entrance to passengers?
 
I understand that management is still in negotiation with the staff side over the new ticket gates at Leyton and Leytonstone with STM staff temporarily deployed to staff the gates until 21:00. With the unwelcome conversion of trains to DOO still planned, BGORUG is concerned that train side attendance at stations is at least maintained at current levels, if not enhanced. I would be grateful if you could let me know what LOROL's staffing polocy for these two stations is once you have it agreed with the staff side.

You asked for an update on Walthamstow Queens Road, here is the very latest.
 
The Council have stated they are going to open the interchange path by the end of May. LOROL will have a TVM installed on the new ramp by the end of April. Once the TVM is installed we will open this new entrance. The TVM is needed to support a reduction in ticketless travel and support RPI blocks.

Dear Adrian Stannard,
The e-petition 'Tell Eric Pickles that allotments must not be sold off!' signed by you recently reached 18,821 signatures and a response has been made to it.
As this e-petition has received more than 10 000 signatures, the relevant Government department have provided the following response: An e-petition has been suggesting that the Department for Communities and Local Government is examining plans to remove council duties to provide allotments. This is completely untrue and has no basis in fact.
 In 2011, the Government compiled a list of statutory duties that councils must follow, but Ministers made very clear to Parliament there were no plans to change any of the duties on allotments (http://www.publications.parliament.uk/pa/cm201011/cmhansrd/cm110524/text/110524w0008.htm#1105257001663). 
This remains the case. Local authorities continue to have a specific responsibility for the management and provision of allotments in their area, ensuring those who want to start an allotment can do so. There are no plans to change this, and the e-petition’s claims are simply false. In January 2014, the Department published Allotment Disposal Guidance: Safeguards and alternatives (https://www.gov.uk/government/publications/allotment-disposal-guidance-safeguards-and-alternatives), replacing the previous guidance from 2002. 
The new guidance strengthens allotment protection, as the requirement for waiting lists to be taken into account must now be rigorously applied to all that council’s waiting lists, not just the waiting list for the site to be disposed of. This aims to ensure that poorly maintained sites are not used to justify disposal. The Government has introduced a range of measures to help communities who want land to grow fruit and vegetables. Through new community rights, local residents have increased opportunities to protect existing allotments from development and increase provision of green spaces. For example, in Thame, in Oxfordshire, their new neighbourhood plan will create an additional hectare of allotment land. Allotments have also been listed as assets of community value. As part of our commitment to supporting local community groups, the Department has also published a best practice guide for community groups wanting to find land to grow fruit and vegetables (https://www.gov.uk/government/publications/space-for-food-growing-a-guide) and an additional guide on establishing community orchards and other spaces for food growing (https://www.gov.uk/government/publications/community-orchards-a-how-to-guide). This e-petition remains open to signatures and will be considered for debate by the Backbench Business Committee should it pass the 100 000 signature threshold.

Greater London National Park update

It is one month since the Greater London National Park* was launched and the notional park is going from strength to strength.

New Waltham Forest Community Newspaper

Dear All,
Next week we're having our first meeting about the new Waltham Forest Community Newspaper.
The meeting takes place on Thursday May 8th at The Mill, 7-11 Coppermill Lane, E17 7HA from 6pm until 8pm.
The newspaper will be a 16-page tabloid published quarterly from Summer 2014 onwards. Social Spider CIC is delivering this project as part of WfWellComm CIC, a partnership of six charities and social enterprises based in the borough. 

It will promote the work of local community organisations and voluntary sector groups, along with arts and cultural activities taking place in the local area and will provide an opportunity for local people to express their opinions on what is going in the area.

10,000 copies of each issue will be distributed across the borough.
We're particularly looking for people to get involved as writers but we could also do with some help with distribution and selling advertising.

Waltham Forest Candidates

Looks like the old Labour guard will be back in again despite most of them being over 60 years old. Very few UKIP candidates but a surprising number of Liberal Democrats seeing as they blew themselves out of taking over the council at the last election by dramatic last minute in-fighting.  Trade Unionist and Socialist Coalition is putting in a strong showing, but what impact they can make we will have to wait and see.

Green Open Homes Weekend


Dear Friends

I'm really excited to be involved in Waltham Forest's first Green Open Homes Weekend on 17/18 May. Our house at 19 Avon Road E17 3RB is involved because we have Solar Panels and external wall insulation fitted.

Over 14 homes and venues are opening their doors to the public to show how they've been made greener, warmer and more energy efficient or used reclaimed materials. Houses range from the traditional to the funky, large and small, budget to more extravagant. 

Visiting the homes is free, but booking is needed for most venues to avoid overcrowding people's homes. So book your visit now to avoid disappointment!  Go to http://walthamforest.greenopenhomes.net - it's a very easy booking process.
