Town Centre - Construction Traffic chaos

The developers of Juniper House (the old Poll Tax House building owned by the council) called a meeting in the Central Library for residents to ask questions about how the construction traffic will access the new development.

The plans are for a 16 storey tower block with 91 flats and a 50 place nursery in the back yard of the tower block. The site is adjacent to the overground railway and only accessible from First Avenue. Work is expected to start on demolition of the existing building later this year.

The consultant that attended the meeting (there were no councillors or Highway engineers from LBWF present) stated the Highways department was recommending access to the site had to be by turning left off Hoe Street into GROSVENOR PARK ROAD, left into PEMBROKE ROAD and left into ORFORD ROAD and then right into FIRST AVENUE and then direct in to the site. This makes no sense to subject all these residents to the heavy traffic caused by a construction site that will go on for 2 years when a left turn direct in to First Avenue could be created from Hoe Street.

This is not the only construction site in the area due to start work shortly.

All these sites are due to start next year and some will go on for at least 10 years. How will Hoe Street and the Town Centre survive this barrage of extra traffic? We don't know as the council and the GLA are not prepared to announce their plans. Demand a public meeting to find out what the plans are for keeping Hoe Street traffic flowing!

CENTRAL HOUSE (formerly Strettons)

Later in the year the Strettons block will be demolished and replaced by a 11 storey hotel and 5 storey office block. The only access to the site is via CHURCH HILL right into STAINFORTH ROAD and right into ST MARYS ROAD. This will disrupt the normal life of residents in these quiet streets.




THE MALL

A 29 storey tower block is due to be built on the Mall shopping centre as well as the enlargement of the shopping centre and remodelling of the reduced open space to say nothing of the felling of the 81 trees destroying the very attractive avenue of lime trees. Access will have to be right from HOE STREET into SELBORNE ROAD.











WALTHAMSTOW CENTRAL STATION

This will also include works at Walthamstow Central to provide a tunnel from the station to the Mall.
Access will be right from HOE STREET into SELBORNE ROAD.





GRANADA CINEMA (EMD)

Work is expected to start soon on the refurbishment of the EMD but where will the construction traffic park for this site?  Access only from HOE STREET.










POCKET LIVING 

90 one bedroom flats on the site of the closed Ross Wyld Care Homer opposite Lloyd Park.  Access by turning right at the Bell and into Forest Road.

TOWN HALL CAMPUS

Work starts next year on replacing the fountain and adapting the inside for the 21st century. Later the Magistrates will be demolished and an office block built. Even later 2 residential blocks will be constructed. All the construction traffic for many years coming up from the North Circular along Chingford Road past the Bell.  Access by turning left past the Bell along Forest Road into the Town Hall complex or from the Waterworks along Forest Road.

Juniper House construction traffic consultation

This is an important meeting to find out how the Council intends to manage the traffic in Hoe Street for the next 10 years. Juniper House (formerly Poll Tax House), Central House (Strettons), The Mall, Granada Cinema (EMD) and the Town Hall are all expected to start construction work next year (so the planning documents say!). In addition there is a panic on with the over crowding at Walthamstow Central Station so TfL have brought forward their plans to build a tunnel from the platform to the shopping centre.

All the construction traffic will be routed from the North Circular via Chingford Road and Hoe Street past the Bell. None of the sites can allow vehicles to stop in Hoe Street as it will be brought to a halt so how are the GLA and the council intending to manage this horrendous situation?

At Capital and Regional's AGM I spoke to the Chief Executive and they are in deep discussions with TfL about the tunnel and building over the Victoria Line. Clearly the Mall scheme has not been abandoned but their partner, Mount Anvil, is still considering their position. They hope to present their full planning proposals to build the 29 storey tower blocks "later this year"!

With retail on the rocks, people having less spending power, the environment rushing up the agenda and Brexit, this scheme looks more out of date by the day! Add in the 15,000 to 20,000 flats being built between Tottenham Hale and Walthamstow Central, which will be occupied before the first brick of the tower blocks is laid, can this scheme really be allowed to proceed? Oh and add in the complications of fire risk created by  the Grenfell Tower fire!

Incidentally their shares are penny shares now at 14p from a high of 70p three years ago. Not a strong position to be in to take on a £200m redevelopment so thought the shareholders at the AGM!!

I hope you are very well. 

Please see invitation below for Battersea Arts Centre's The Agency event taking place in a couple of weeks as part fo the Walthamstow Village Festival. 

BAC's The Agency is taking place in Waltham Forest this year as part of the Mayor’s London Borough of Culture. The project supports young budding entrepreneurs to explore and develop social change projects to benefit their local community through a 12-week intense programme of creative workshops, led by Blackhorse Workshop who are based in the area. 

On their 10th week of workshops, the agents, who are all aged between 15-25 years, will have the opportunity to present and discuss their ideas with the local community looking to receive feedback to develop their projects further. The event will take place on Sat 6 July, 2-5pm.  

I would love to propose a news piece on your blog in advance of the festival, to introduce residents to the project and encourage them to come down on the day to listen to their ideas and give their feedback. I can quotes from Liz Moreton from Battersea Arts Centre or indeed from Blackhorse Workshop.

Every Sunday, Play Rounders and Games on Our Pocket Park Dear neighbours and friends What better way to while away Sunday afternoon, have fun and meet with neighbours and campaigners, than to join in games at the Pocket Park! Last Sunday ten people came along and enjoyed a spirited attempt at a game of rounders, a little refreshment and the green open space, which is under threat from development. This Sunday we'll be meeting up again at 3pm with bats and balls, and the new addition of Boule! Let's use our park, make plans and friends!  Bring any games you like to play, and any other Sunday afternoon things!

BGORUG Update

After much speculation during the week and one false start, yesterday afternoon (22/05/2019) TfL confirmed (attached) that the first two Class 710 EMUs would enter passenger service today on the Barking - Gospel Oak route.

This follows a successful test of a software drop (No. 33) at Network Rail's Asfordby test centre two weeks ago and further sucessful testing of a tweaked version (33.1?) on units at Bombardier's Willesden depot last week. It is understood that a further authorisation has been received from the ORR but details are not known.

It is planned that the first two units will start from Gospel Oak station at 11:36 and 12:05 and continue in service until the 21:20 and 21:48 from Barking.

The three 'borrowed' 4-car Class 378 EMUs will continue to operate the temporary half hourly timetable with the Class 710s operating in some of the paths cancelled in mid March when the last Class 172 DMUs transferred to West Midlands Trains.

From Friday 24 May the two Class 710s will enter service from Upper Holloway working the 07:09 and 07:39 departures from there to Barking and finishing at the same times as today.

Once the Class 710s at Willesden have all received the updated software and demonstrated sufficient reliability additional units will be put into public service, restoring the 15-minute interval service and then allowing the three 'borrowed' Class 378s to be restored to 5-car formation and allowing the Euston - Watford Junction service to move to a 15-minute service from its current irregular three trains per hour 'Interim timetable'.

So far around a third of the drivers have been trained on the Class 710, those trained before the latest software drop will have to have a further day training before being 'passed out' to drive the units.

Secretary of the Barking - Gospel Oak Rail User Group, Glenn Wallis, said, "Passengers have waited 14 months for this belated entry into public service of the Class 710 and endured a deteriorating service in the meantime. It is to be hoped that all the software issues have been finally resolved and that the units prove reliable in service so that the full 15-minute interval timetable can be restored as soon as possible."
