That footpath again!

It looks as if the footpath between Queens Road and Walthamstow Central is getting closer to opening but it is certainly not arriving on time - at least 20 plus years late!!

We are working with the contractor to correct the minor fault identified on the ramp and we anticipate that both ends of the new pedestrian link will be completed by the end of June, so that the whole scheme can open to the public in July.

thanks for this- one of the challenges residents have expressed concern to me about is who is taking responsibility for ensuring this project is not , yet again, delayed and that dates for completion are met. I appreciate your help in clarifying 'the end of june' for this issue with the ramp being resolved and I'd welcome your assistance identifying an actual date for opening - as residents had been looking forward to celebrating yesterday! Can you confirm at least that it is only the issue with the ramp that is holding up opening and so if and when this is resolved (within the next three weeks) the link can open? 

Neil/Keith from LBWF please see Marcus's request that we direct this question to you so would welcome your confirmation of the above as well for residents given the length of time this has taken? 

jess/clare-please note both of you monitoring this for cath/bryn and glenn etc so need to revise list.

Thanks for the update Tobias. Can I check how the meeting went with regard to this last week. Are there any further obstacles we should be aware of and are the legal aspects now agreed pending signature? 

I would also like to check whether the 9th of June date is set for the opening of the whole link to Walthamstow central. If so this is very positive.

I'll await Tobias's or Neil's reply to my email. But I am amazed that this issue wasn't sorted in the run up to constructing the ramp or during the year its been sitting idle!

The ramp was built by a Network Rail approved contractor to a Network Rail and Transport for London approved design and was built on Network Rail land. The simplest and best solution is to vest ownership in Network Rail and then incorporate it into the station lease held by LOROL. If Network Rail want paying for taking the structure on then it should be paid by the housing association who defaulted on the planning condition and lost the High Court case.

I have just spoken to Tobias who was very helpful. He informed me that the council are in negotiation as to the ownership of the ramp from Queen's road station (currently the ramp is not owned by the council and opening it while this is being discussed would raise questions of liability should there be an accident etc alongside other legal issues). They have already had a number of meetings around this and hope that the issues can be resolved at a meeting next week. Tobias has kindly agreed to update us after the meeting. 

Tobias also informs me that they are continuing to work to a June timeline to open the link.

On David’s behalf – discussions around staffing are ongoing at the moment.

With regard to Edison Close, LOROL have finished installing our TVM. We requested to open the entrance from 29th April PM, but this was refused by the Council, who want it to remain closed while they undertake further meetings.

The Edison Close entrance had its TVM and signage installed a week ago. Can you advise when you will be opening this entrance to passengers?

I understand that management is still in negotiation with the staff side over the new ticket gates at Leyton and Leytonstone with STM staff temporarily deployed to staff the gates until 21:00. With the unwelcome conversion of trains to DOO still planned, BGORUG is concerned that train side attendance at stations is at least maintained at current levels, if not enhanced. I would be grateful if you could let me know what LOROL's staffing polocy for these two stations is once you have it agreed with the staff side.

Hello Glen,

Great to see you again at passenger board.

You asked for an update on Walthamstow Queens Road, here is the very latest.

The Council have stated they are going to open the interchange path by the end of May. LOROL will have a TVM installed on the new ramp by the end of April. Once the TVM is installed we will open this new entrance. The TVM is needed to support a reduction in ticketless travel and support RPI blocks.
