  • The Paint Place is growing and over the next year, volunteers are needed to help FRP collect and sort 85 tonnes of reusable paint, and assist the reuse of 40,000 litres of reclaimed paint that would otherwise been thrown away! We have several volunteer roles: Stock room & warehouse assistant, Membership & Events assistant, Volunteer Supporter. The Paint Place has also just started a 12 week Volunteer Work Placement Programme. Waltham Forest Council have published the following information for anyone
wanting to attend the Inquiry:

This inquiry has generated a large amount of public interest and the Council wishes to make sure that anyone who wants to attend can.However, space is limited.
If you are interested in attending the Inquiry, we recommend that you try to come on one of the following days, when the Inquiry will be taking place in the Assembly Hall:

CPO update

This article suggests that the possibility of the council forcing the UCKG
to sell the cinema to them is growing. It will however be subject to the Appeals being
rejected by the government. 


A CPO will be debated by councillors at Waltham Forest Town Hall from 7pm on Tuesday 4th December
and supporters are encouraged to attend and hear the discussion.

Next Tuesday 27th November at 7.30pm the Planning Committee will take the decision to replace Leytonstone Fire Station. As usual with our planners it will be a loss of another fine Victorian building, but more importantly an opportunity to have kept a little enclave of attractive buildings in Leytonstone High Road to give this long street some character. The Police Station is being kept as a Free School and the pub is still operating, so surely the Fire Station building should be kept to enhance this area. A more appropriate site should have been found to build a new Fire Station, assuming Boris wants to keep it!

Granada (EMD) Public Inquiry


The long awaited Public Inquiry to determine the fate of Walthamstow’s EMD Cinema will commence on Thursday 29 November and is expected to run until at least Christmas.
The government is holding the Inquiry to reach a final decision on the two recent planning applications submitted by the Universal Church of the Kingdom of God (UCKG) aimed at converting the venue for mainly religious use. Both of these planning applications have already been rejected by Waltham Forest Council but the Inquiry will examine all the evidence again in greater detail in order to make a binding judgement on the case.
The first two days of the Inquiry (29 and 30 November from 10am) will be held at Walthamstow Assembly Hall and members of the public are encouraged to attend on these days and hear the main arguments from all sides.
Subsequent sessions of the Inquiry are currently scheduled to be held Tuesday – Friday each week with the venue alternating between the Assembly Hall and the smaller Council Chamber at Waltham Forest Town Hall.
COMPULSORY PURCHASE?
In other news, senior local councillors will meet at Waltham Forest Town Hall on Tuesday 4 December to debate and decide a proposal to support the Compulsory Purchase of the EMD Cinema so it can be revived as a place of entertainment by a suitable new owner (pending the outcome of the Public Inquiry). The debate will be open to the public with access to the Town Hall from 7pm. 
This will be a critical few weeks in the long campaign to save the EMD Cinema so please keep checking the McGuffin website for all the latest news updates.

Transition Walthamstow is rounding off the year with 3 more events over the next 2 weeks: the film "A Farm for the Future" on Sat 24th Nov, a Living on Less skillshare on Wed 28 Nov, and on 5th Dec our Heart & Soul Group.
We are also exploring setting up a wholefood buying group, and are taking bookings for our free Draughtbusting Workshop on Sun 20th Jan.

Events
  • Screening of “A Farm for Future” : 7.30pm Sat 24th November at the Hornbeam Centre. An exploration of the heavy oil dependency of current mainstream farming practices, and identification of a practical sustainable alternative. The film will be followed by a cup of tea and a discussion. Full details here.
  • “Living for less” Skillshare: 7pm Weds 28th November at the Hornbeam Centre. Join us as we leap nimbly off the relentlessly revolving hamster wheel of struggle to earn more to make ends meet, and instead take some time to learn and share how we can cut our costs and reduce our environmental impact.   • Heart & Soul Group: 7pm Weds 7th November at the Hornbeam Centre. The transition to a future with less oil and natural resources will be challenging at times, but much easier if we can tap into that deep and sustainable source of happiness within us and our communities. For the Transition Heart and Soul group love, fellowship and service underpin the Transition vision. Meet like minded souls, and share a meditation and common values over a cup of tea. More information here.
Draughtbusting workshop
We ran 2 free draughtbusting workshops earlier this year and are now taking bookings for the next one to be held 2-4pm on 20th January 2013 at the Hornbeam Centre. The aims of our workshops are to:
  • give local residents the skills & confidence to install draught proofing for doors and windows in their home, by giving them hands-on practice at the workshop,
  • offer advice on where to get low cost & high quality draughtproofing materials, and
  • reduce domestic energy loss and heating bills.

Wholefood buying group
We are considering setting up a buying group to enable us to get better access to good food. It would enable us to put in a large order for food and other household items to the Suma wholefood cooperative, and be able to buy at wholesale prices. If you are interested in becoming a member, then have a look here.


Finally, if you are tempted by our 'Living on Less' skillshare, then you might want to also consider checking out Stella Creasy's Family Finances Fair which features many local organisations with the aim of helping 'local residents save money and get a better deal on their household bills'. It will be held 10.30 - 4pm this Sat 24th Nov at Mission Grove School on Buxton Road.

Decision day looms for £4.7bn waste disposal deal

TOWN Hall chiefs from across north London – including Camden – will meet in secret on Friday to decide a 25-year waste deal that will cost council tax-payers more than £4.7billion – £600million for each of the seven boroughs involved.

It is thought to be one of the biggest ever private finance deals contracted by local government.

North London Waste Authority (NLWA) is owned by seven London boroughs – Enfield, Barnet, Camden, Haringey, Enfield, Waltham Forest, Hackney and Islington.

It currently takes household rubbish collected in the boroughs to a depot in Tottenham, where it is sorted into recycling, landfill and waste for incineration.

It is now looking for a new contractor to take over from North London Waste Limited – a company it owns – from 2014. Two councillors from each authority sit on the Labour-dominated body, which holds its meetings at Camden Town Hall.

Camden’s representatives are Labour councillors Phil Jones and Jonathan Simpson.

Despite the enormous sums of council tax-payers’ money involved, the procurement process is shrouded in secrecy on the grounds of “commercial confidentiality”.

Critics of the process are aghast that it is going ahead despite NLWA’s business plan for the next 30 years being thrown out by the planning inspector. He said last month that the company had not consulted enough with authorities outside London through which waste will travel on its way to landfill.

Also, plans to build a massive new waste processing plant at Pinkham Way, near the North Circular Road, have been thrown out by Haringey Council, further raising a question mark over NLWA’s plans.

Residents and green campaigners say that the deal will not produce enough waste for incineration due to new government targets for recycling – meaning the new contractor might be tempted to burn rather than recycle waste. The incinerator – currently in Edmonton but a new one has to be built – generates electricity.

Campaigners say that burning waste causes pollution and provides low-yield power – about half as much as coal, for example.

Two companies are in line for the new contract – Veolia, which wants to build an incinerator in Hoddesdon, Hertfordshire, and Eon/Wheelabrator, which says it will build a combined heat-and-power (CHP) plant in Sittingbourne, Kent.

CHP is considered to be more efficient but more expensive. Because Veolia’s offer is cheaper by about £100m it is favourite to win the contract.

Matters are further complicated by calls for Veolia to be boycotted because of its work in Israel.

The UN Special Rapporteur of Human Rights in the Palestinian Territories occupied since 1967, Professor Richard Falk, has written to all the councillors involved asking them not to pick Veolia because of its “complicity” in the illegal occupation of Palestinian land by Israel.

But despite these setbacks and uncertainty, NWLA – effectively the seven London boroughs – is to press ahead with handing out the contract.



"On Wednesday evening this week, a short 3-minute verbal presentation to a Hackney Full Council meeting, by local members of the North London "No to Veolia Action Group", was blocked by an extraordinary emergency motion put forward by Conservative Councillor Linda Kelly (who was elected on a Labour ticket in Leabridge Ward in 2010 - Cllr Kelly is also proudly Jewish and well known to be a Zionist).

The proposal required the Labour Group's support to go through, as Labour have an overwhelming majority on Hackney Council. This it received, and so the views of local residents could not be put to Councillors.

Addressing the Council meeting, Mayor Pipe said Hackney could do nothing about the situation in Israel/Palestine, apparently, and that the matter of Veolia's involvement in servicing illegal Jewish settlements in occupied Palestinian territory was thus not Hackney's concern.

The concerns of local residents over how Hackney will spend £600 million of ratepayers' (i.e. their) money over the next few years obviously didn't worry him. Nor did Veolia's current troubled financial situation or unsatisfactory environmental and health & safety record."

Closure of Police Stations

Following on from discussions at the Board meeting in September please find attached the briefing note on the new Local Policing model now being adopted by the MPS. This will be discussed at this week’s Board meeting on 22nd November, 2012 at 7:00 pm in Hall B at the SCORE COMMUNITY CENTRE, 100 Oliver Road, Leyton, London E10 5JY.  

May I draw your attention to the public access section of the attached which basically is which station offices will be open to the public. Chingford is the proposed 24/7 station at present, but with Leyton Custody being a 24/7 operational station, a new front counter for the wider public may be housed there very shortly. Leyton Station in Francis Road is due to close within weeks, so moving the front counter facility to the Custody Site will ensure the public in the south of the borough will have this facility available. This new custody is at ground level and has full disability access. The MPS also propose 7 other front counters will be open at different stages during the week to enable all sections of our community to engage directly with police.

The Gala Bingo Hall, which we used to frequent when it was the Odeon cinema, is to be sold to The Potter's House Christian Fellowship. The building is on the corner of Lea Bridge Road and Church Road. 


Some interesting historical info from David Boote:

The cinema was originally the Savoy, later Gaumont, Curzon, Odeon and Classic, and Katy says it's impressive inside, but I've not myself seen inside.  Katy says a planning application for change of use was submitted in an unsatisfactory way and is to be resubmitted.

The architect of the cinema, George Coles, lived for a time in Leytonstone on Grove Green Road and Hampton Road, and later became one of the most active of cinema architects.

This single-entity company is guilty of gross misconduct for aiding and abetting crimes against humanity.  But it is crippled by debt and operational failures, and accused of serious ecological and environmental failings, let alone extensive health & safety breaches and maltreatment of contractors.  It's not fit to exist, let alone guzzle up the taxes of the people of Waltham Forest.

Help WF councillor Clyde Loakes understand how to say no to Veolia.  Help convince him and the entire WF Council they should not select Veolia for the WF Street Cleaning contract and, along with councillor Akral Afzam, not select Veolia for North London Waste Authority's £4.7billion in waste services and waste-to-fuel contracts.  

Waltham Forest residents don't want Veolia hoovering up our taxes through our street cleaning contract.  We don't want polluting Veolia generating electrical profits to fund their illegal activities by burning through our taxes and household waste.  Come to the public meeting and help us keep Waltham Forest clean and green.  Wash out Veolia!

Funding for projects in Hoe Street Ward

The Hoe Street Community Ward Forum has £10,000 to spend on local projects this coming year.
Are you a Voluntary Group/Organisation that can deliver any of the projects below to the residents of Hoe Street ward?

1. Creative artist led workshops exploring issues around mental health, well-being, work and housing needs. Workshops to include screening of films, talks, creative writing, exhibitions, etc – Seeking voluntary group to provide the above workshops. Approximate value of project £4,900. Applicants are required to put forward their project proposal which should contain:
• A project plan of the sessions you will offer.
• Details of staffing, together with their experience and qualifications.
• Details of your experience in conducting similar projects
• Costs (ex VAT)
2. Mentoring project for young people and young adults - Seeking voluntary group to provide the above project for school leavers, those who are “NEET”. Approximate value of project £3,900. Applicants are required to put forward their project proposal which should contain:
• A project plan of the sessions you will offer.
• Details of staffing, together with their experience and qualifications.
• Details of your experience in conducting similar projects
• Costs (ex VAT)

5. Local street artist required to decorate the wall behind the play dragon in Wingfield Park during a community event. Approximate value of project £700. Applicants are required to put forward their project proposal which should contain:
