I will seek the very latest update but as far as we are concerned, the delay has been caused by the Council refusing the design and installation for the Oyster reader, which has caused the contractor to go back and redesign it.

TVMs and other issues are not critical for the opening of the link from our perspective, although having another TVM is a discussion we are having at the moment.

Please see attached correspondence between me and Neil Bullen, Transport Planner at Waltham Forest Council. As you can see while LOROL believes that it/RfL are awaiting for approvals from the Council, the Council appears unaware and is awaiting LOROL/RfL to install the Oyster readers? Could you please tray and break the log-jam by having a word with Davis Wornham's people and if necessary RfL?

BGORUG is concerned at the delay in the completion of the link. I am going to copy your reply to Sam Russel at LOROL as LOROL's view is that the opening of the Edison Close entrance to Walthamstow Queen's Road station is being delayed by TfL's Rail for London (RfL) awaiting necessary approvals from LBWF regarding the installation of Oyster readers. It is now LOROL policy to have two TVMs at all stations. This is so as to provide back-up if one machine breaks down, they are not ultra reliable, and to reduce queues prior to train departures that might lead to "ticketless travel". Remember that TVMs sell Oyster 'top-ups' as well as paper tickets. Also ticketless passengers arriving at the Edison Close entrance would have to pass thrrough a Compulsory Ticket Area to reach the existing TVM.I am not clear whether RfL has yet endorsed the '2xTVM' policy. BGORUG supports a TVM at the Edison Close entrance as we believe the footfall there will be greater that the Edinburgh Road entrance, however we would not want waiting for a TVM to delay opening the entrance at Edison Close. To be clear, BGORUG wishes to see the Edison Close entrance open as soon as Oyster readers have been commissioned, without waiting for CCTV or a route through Walthamstow Central car park. It must be remembered that many Walthamstow Queen's Road passengers are already passing through the area along Priory Avenue and Shrubland Road without the benefit of CCTV supervision.

Hi Glen

There are a few issues to resolve I’m afraid before we will be in a position to open Ray Dudley Way:

1.      1. Our Anti Social Behaviour Team has recently raised concerns because Edison Close/Exeter Road (through which the new link will pass) is a high crime location and has a particular problem with gangs from outside the area intimidating local residents.  The Police have carried out over 70 stop and searches in the two roads this year.  Our preferred option to address these safety concerns is to install 4 new CCTV cameras along the route.  This work will be commissioned shortly and coordinated with a high Police/CSO presence once the link opens.

2.      2. With regard to the route through Walthamstow Central station car park, Solum has unfortunately slipped the programme for constructing the new access road and footway along the side of the development and now proposes to do this in December.  The reason is a delay in the hotel construction programme and the need to maintain a haul route for construction vehicles through the site.  This gives us a problem in terms of ensuring a suitable and safe route for pedestrians through the site.  We will explore with Solum the possibility of a temporary solution to allow the link to be used by the public safely before the permanent road and footway are constructed.

3.      3. We are waiting for London Overground to install Oyster Readers at the new station entrance from Exeter Road before this can be opened.  They have not indicated to us that an additional TVM would be required on the Exeter Road side.  As the vast majority of passengers use Oyster, I’m not sure that another TVM would be required as in any case there is already one at the top level just across the other side of the bridge.

So the earliest possible opening would be in September but that does depend on us being able to resolve all of the issues above.

Dear Neil,

At the last WFTLCG meeting, LOROL stated that the continuing delay in installing Oyster validators at the Edison Close station entrance was due to their awaiting permission from the Council. As you were not present, it was not possible to check this. LOROL also said that they also wished to install a Ticket Vending Machine (TVM) but that too would need Council permission

Also, it appears that the Edison Close - Walthamstow Central footpath will not be ready by the end of next month, do you have another revised completion date from the developers?
