Waltham Forest in east London is undergoing major transformation with a significant amount of investment coming into the borough through new developments. We are a high achieving borough and invite an enthusiastic, highly motivated and exceptional Highways and Traffic Manager to lead our ambitious team to deliver the substantial programme of major projects, including our successful £30million bid for Mini Holland to radically change neighbourhoods by placing cycling at the heart of our schemes.

Public Realm is committed to providing a high quality service to the residents of Waltham Forest. The post holder will take responsibility for the design and delivery of the TfL Funded Mini Holland programme to improve the Highway Network and Infrastructure. You should have the expertise and experience to make presentations of the designs to meetings of Members; directors; senior officers; residents and businesses; and other internal and external stakeholders.

Regulatory and Contracts Manager – Highways and Infrastructure Reference G&R/15/7417 Salary £40,218 - £42,951 Hours 36 Closing Date 03/04/15 23:30 

The Highways and Infrastructure Group is responsible for the management and delivery of a wide variety of maintenance and improvement schemes within the Borough funded through capital and revenue budgets. In addition to the regular annual programme of works the Council has been awarded over £30m Mini Holland funding to implement far reaching walking and cycling infrastructure improvements, as part of the Mayor of London's Vision for Cycling. As Regulatory and Contracts Manager you will be responsible for the financial monitoring of all projects in the Highways and Infrastructure. This includes routinely monitoring of expenditure and controlling allocated budgets taking ownership of the time management system of staff. You will participate actively in all stages of projects leading on bidding for funding and procurement through to the completion of final accounts. You will also review and update policies and processes in contract administration taking into account all relevant regulations, codes of practice and current standards. You are expected to possess excellent communications and personnel management skills and have detailed knowledge and experience of contract administration in a local government context. The role will require developing a close working relationship with external funders such as Transport for London and the senior management in the successful projects delivery in Highways and Infrastructure. CPZs and Mini Holland: Hoe Street Survey 
and Parking Around Eastfield Ave 

Controlled Parking Zones and changes to the roads as part of the ' Mini Holland' project continue to dominate my inbox. Whilst these are both matters overseen by the Council I am determined to try to ensure residents are aware of how to raise concerns and feedback proposals to improve the schemes currently being considered for both parking and road layout in Walthamstow. 

Following my previous update in last week’s newsletter, in addition to surveys about plans for changing the roads landscape  in the Lea Bridge survey and Blackhorse village survey, I can now share also share surveys for possible options for the Hoe Street and Wood Street areas if you would like to participate.

In addition, the East of Market Quarter (EMQ) Residents' Association have been in touch given their concerns parking on their streets by non-residents (around the Eastfield Avenue area) after the opening of the 'Scene' venue in Walthamstow town centre. EMQ Residents Association intends to raise this matter as part of the wider Market East parking consultation due to start later this year. They are asking for residents who live around this area and near to them to email  to let them know if this is an issue affecting you and if you would be interested in meeting with them to discuss further.
