The Highways and Infrastructure Group is responsible for the management and delivery of a wide variety of maintenance and improvement schemes within the Borough funded through capital and revenue budgets. In addition to the regular annual programme of works the Council has been awarded over £30m Mini Holland funding to implement far reaching walking and cycling infrastructure improvements, as part of the Mayor of London's Vision for Cycling. As Regulatory and Contracts Manager you will be responsible for the financial monitoring of all projects in the Highways and Infrastructure. You will participate actively in all stages of projects leading on bidding for funding and procurement through to the completion of final accounts. CPZs and Mini Holland: Hoe Street Survey 
and Parking Around Eastfield Ave 

Controlled Parking Zones and changes to the roads as part of the ' Mini Holland' project continue to dominate my inbox. Whilst these are both matters overseen by the Council I am determined to try to ensure residents are aware of how to raise concerns and feedback proposals to improve the schemes currently being considered for both parking and road layout in Walthamstow. 

Following my previous update in last week’s newsletter, in addition to surveys about plans for changing the roads landscape  in the Lea Bridge survey and Blackhorse village survey, I can now share also share surveys for possible options for the Hoe Street and Wood Street areas if you would like to participate.

In addition, the East of Market Quarter (EMQ) Residents' Association have been in touch given their concerns parking on their streets by non-residents (around the Eastfield Avenue area) after the opening of the 'Scene' venue in Walthamstow town centre. EMQ Residents Association intends to raise this matter as part of the wider Market East parking consultation due to start later this year. They are asking for residents who live around this area and near to them to email  to let them know if this is an issue affecting you and if you would be interested in meeting with them to discuss further.

Walthamstow Central cage

Central Station Cage: Tell Abellio What You Think! 

Residents in Walthamstow continue to ask me about the changes to Walthamstow Central station and the ‘caged’ metal division gate which will form part of a new separate entrance to the underground from the overground platform on the Selbourne Walk side of the station. TFL have now told me that whilst they will be taking over management of the station, this development was put in by Abellio who run the trains and so any concerns about this development should be raised with Abellio. As TFL initially told me that they were consulted about the introduction of this cage and were satisfied with it, I have asked to see their submission to the consultation.

How do Waltham Forest schools compare?

The DfE have published a new data set which compares GCSE VA performance across local authorities and Academy chains. It provides a current Best 8 VA measures and  an improvement measure for maintained schools. This indicates that Waltham Forest is 3rd nationally for current GCSE only Value Added and 8th nationally for Improvement in this measure. We are in the top 10 for all measures. It’s a fantastic achievement which also received an honourable mention in the Guardian ( national not local!) today.  We are still crunching all the data and will put together a press release, but thank you for all the hard work which has contributed to this.

Academies are not included in the LA figures but similar data for Academy Chains indicates that ULT are one of the better performing large Academy  chains so well done also to Walthamstow Academy for their contribution to that.

Green Homes - Open Weekend

Green Open Homes May 2015
 Have you made home improvements which have kept you warm and saved you money? If so, would you be willing to share your experience to inspire others? We’re looking for people to take part in this year’s Green Open Homes weekend on 16th and 17th May.

Last year over 400 visits were made to 15 homes across the borough where energy saving measures were on show and householders were on hand to talk about the impact these had made on their homes and their fuel bills.

We’re looking for homeowners and renters to take part in this year’s event. So whether you have taken small steps (eg draught-proofing, building with reclaimed materials or using low energy light bulbs), or if you have done major work (eg installing solar panels or under-floor insulation), and are willing to open your home (or parts of it) to the public on 16th and / or 17th May please get in touch. You would be joining a network of enthusiastic, like-minded people in a successful and well-managed project which has the capacity to really make a difference.

Please send us an email with your name, address, type of property and a brief outline of the energy efficiency measures which are installed. We would love to hear from you!

Whipps Cross site to be sold

Whipps to sell land

I sometimes wonder what it must be like to be the Site Manager for Whipps Cross Hospital. The NHS managers never seem to be able to get a decision to stick and be implemented. About 20 years ago they were going to demolish the old Victorian buildings and rebuild the hospital at the back of the site and sell the rest for housing. 

Before it was implemented the plan changed to becoming part of the South Bank University and use the land to build a new Campus. Meanwhile the old Nurses home was closed but never demolished. The laundry was to transfer to the new unit at St George's but the existing one still seems to be operational.

Next it would all be moved to Romford and the site sold for housing. Then the old wards had double glazing added which at the time I thought was a waste of money,but is probably getting to the stage where it now needs to be replaced!

Then a grand plan for a new power network based on a new boiler house. Huge new pipes were installed around the site but the boilers were never commissioned so what went wrong there!


A&E was rebuilt as a much larger unit and it became part of the Barts Health Trust which now apparently has no money so the land will be sold for housing! Talk about what goes round comes round! I wonder how this story will have developed in the next  5 years!

Meanwhile the hospital provides a pretty good service, in my experience, in buildings that are are well over 100 years old! Huge congratulations to the building managers who somehow keep the whole show on the road!

Mini Holland Update 20-3-15

How critical I may be of the scheme, the council has acquired a very clever bit of software to enable residents to express their views and to be seen by everyone else. Is this the way forward for real consultation? Its a shame there is no money to invest in a new Planning IT system.

Dear residents,

Many of you, are, I know concerned following the recent inspection of Whipps Cross Hospital and  St. Barts NHS Trust being placed Special Measures. Please see the attached letter and invitation from Cllr Khan on the measures the Council is taking.

Next week  - on Thursday 26th March from 12.30 pm - 1.30 pm the Waltham Forest Well Being Board will host a summit focused entirely on Whipps Cross with senior representatives  from Barts Health, CQC and the NHS Trust Development Authority. This meeting is open to residents, who we would encourage to attend .

Dangers at Walthamstow Central

Caged passengers

Even if the new arrangement for segregating passengers at Walthamstow Central is safe, which is a big if, it makes you feel as if you are cattle being herded into your pen. The cage structure is an eyesore and an insult to the numerous passengers who use the station.

When we objected to the eyesore of the new buildings in the station car park never did we realise the station would be brought down to the same level of miserableness. Network Rail is already ignoring the new development as the litter is not swept up and as for the footpath to Queens Road it is equally miserable!

After many years and battles the Council got it right with the new Scene development which not only looks good but seems to be prospering. So as this part of Walthamstow shines the station and its surrounds slips towards being a slum - is this really what the planners have been working for all these years!!

Planning Committee Vote last Tuesday 10th March

14 Mar 2015 — It was no surprise when the council Planning Committee voted 4-1 in favour of this locally unconsulted plan. Only Cllr Karen Bellamy voted against just like last time. Genuine respect and thanks to her. It is actually a relief to get past the vote which was a foregone conclusion so we can concentrate on the real fight.

It is not possible to appeal against the planning decision now it is made BUT there is another route that is being explored. The whole process was flawed from the very start. The council is potentially vulnerable to a formal challenge on its conduct of this locally unconsulted £23m scheme. We will update you as and when we have something specific to report after taking professional advice.

In the meantime please keep passing this petition around to everyone you know who has not yet signed it. Especially if they live, work or study (age 11+) within Waltham Forest. Under published council rules 4,000 genuine local signatures forces a full open council debate on the wider issue of non-consultation with local people on this - and indeed many other projects.

Those ward councillors who really value their constituent's interests will take the opportunity to grill the key council leaders in the Cabinet on this scandal.

Thanks for your signatures and support to date. Please keep the petition moving. It really will help the longer term campaign to force wider scrutiny on the decision making process at Waltham Forest Town Hall.

Mini Holland Update 13-3-15

I had various comments last week about my comments about a cyclist nearly knocking me off my bike. All I can report is my experiences and the following is what I experienced last night:



I was in the Strand at rush hour last night and the cyclists might as well have been trying to commit suicide! At one point there were at least 30 at the front of the traffic waiting for the lights to change - or barely waiting for the lights and then they just roared off leaving the rest of the traffic standing - you would have thought they were competing in the Tour De France! With taxis etc. around central London I would never dream of cycling there. There were numerous examples of cyclists riding too fast and irresponsibly especially as it was dark and hard to see them - also made it difficult as a pedestrian to cross the road.

My biggest fear is the cycling lobby seem to to think it is perfectly acceptable for cyclists to share the pavements with pedestrians and that is only going to end in a serious accident or death. Markhouse Road is particularly bad for cyclists on the pavement with young kids and disabled buggies all vying for the pedestrians space! I was nearly knocked down outside the school gate on one occasion.

Mini Holland is the worst thing that has been done to this Borough and it has only just started!

Lea Bridge Road

Mini-Holland Programme Lea Bridge Road superhighway – a street for everyone Lea Bridge Road is one of the key routes in the borough running from the Whipps Cross Roundabout to the Lee Valley Ice Centre near the Hackney Boundary. 

The road is heavily used, with up to 30,000 vehicles and 1500 cyclists on it every day. The road is currently primarily used by those travelling through the borough into neighbouring Hackney and further into the heart of London.

 Over the past five years, accidents resulting in injury to pedestrians and cyclists have increased. Between 2009 and 2013 a total of 173 cyclists and 68 pedestrians were injured on the road, including 24 serious accidents and 1 fatality. Changes are needed to make the road easier to navigate for all road users and to improve safety. As part of the Mini-Holland Programme, Lea Bridge Road will receive funding to build upon the recent Bakers Arms regeneration and transform the street, particularly to increase pedestrian footfall and the number of people who cycle. The scheme will change the landscape of the area, making significant improvements to public spaces, junctions, bridges, footways and cycling facilities. We want Lea Bridge Road to be a street for everyone and ensure businesses along it are able to thrive, so that it becomes a place people want to visit. The Lea Bridge Road scheme aims to: 
 Make cycling and walking a more attractive and convenient option, whilst relieving traffic congestion 
 Transform the look of the road into a thriving high street and place for community interaction, increasing footfall and business opportunities 
 Make the road safer and easier to use for all road users. Key dates Stage Date start Date end Early engagement with residents and businesses Feb 2015 March 2015 Consultation including workshops and meetings May 2015 September 2015 Construction July 2015 March 2017 Dates are subject to change and outcomes from each stage inform the delivery dates of subsequent stages. The road will be consulted on in stages, therefore some construction will begin before the consultation on the full route has ended.

The area this covers in our ward is Hoe Street - Blackhorse Lane, stretching along Forest Road. The perception survey is stage 1 of the consultation on the Mini-Holland scheme for this area.

Oral History of Whipps Cross Hospital

Dear Sir/Madam,

I am writing to you to ask you about a community heritage project I am currently undertaking. I am an oral historian and I am currently working with Eastside Community Heritage on an HLF project where we are documenting people's memories of Whipps Cross Hospital, whether or not it
was significant to them, and if they had any family members from WWI.

I was emailing you to see if you have any social meetings that I could come along to to ask people their thoughts and memories of the hospital coming up. It would be great to get some more stories for the exhibition and the project. 

Alternatively, if you know of anybody who would like to
be interviewed for the project that would be fantastic too.

Let me know if you have any thoughts or anything coming up for me to attend. It would be great to get the resident's perspective on Whipps Cross. I have attached a copy of the flyer for you to look at.
